1. Message category
- Marketing: Highest cost
- Utility: Medium cost
- Authentication: Lowest cost

3. Monthly volume
- Tiered pricing: more messages = lower unit cost (only Utility/Authentication)
- Aggregated count: all company WhatsApp numbers are combined
- Monthly reset: count restarts from zero each month
