WhatsApp Business API pricing in 2026: how much do messages cost?
Updated on:
WhatsApp Business pricing in short: the app is free; the API, which you need for several agents, integrations and automation, is billed per delivered message at Meta’s rates. With the rate card in force since October 1, 2026, a marketing message to Italy costs €0.0658 and a utility, authentication or service message costs €0.0248. This guide gives the WhatsApp API pricing for the main European countries, explains which messages are free (the rules changed on October 1, 2026), shows the volume discounts and walks through a monthly cost example.
What changed on October 1, 2026. Meta started charging again for service messages (free-form replies inside the 24-hour window) after the first 1,000 per month per phone number, and utility templates sent inside the 24-hour window are no longer free. The free entry point window opened by an ad can now stay open for up to 7 days. If you read before that “replies within 24 hours are always free”, that rule no longer applies.
What does WhatsApp Business cost? Free app, per-message API
“WhatsApp Business” covers two products with different costs. If you are not sure which one you need, start with our guide on how WhatsApp Business works.
| WhatsApp Business app | API (WhatsApp Business Platform) | |
|---|---|---|
| Cost of use | Free | No fee from Meta: you pay for delivered messages |
| How it is calculated | Not applicable | Per message, by category and recipient country |
| Best for | A single device, manual handling | Several agents, software integrations, automation |
| Possible extra costs | None | Fees from the provider that activates the API (they vary by vendor) |
In short, WhatsApp API pricing depends on how many messages you send, in which category and to which country; anything beyond that is the fee of the provider you choose.
How per-message pricing works
Since July 1, 2025 Meta no longer bills 24-hour conversations: it charges each message delivered from the business to the user, based on category and destination country. Messages sent by the user to the business are always free. Each message has one category and therefore one charge.
| Category | What it covers | How it is charged |
|---|---|---|
| Marketing | Promotional templates: offers, announcements, cart reminders | Paid, fixed rate, no volume discounts |
| Utility | Transactional templates: order confirmations, shipping, reminders | Paid, with volume discounts |
| Authentication | Templates for one-time passcodes and security checks | Paid, with volume discounts |
| Service | Free-form (non-template) replies in the 24-hour window, written by a person or by a third-party AI assistant | First 1,000 per month per number free, then paid (from October 1, 2026) |
| Meta Business Agent | Replies generated by Meta’s own AI agent (since July 1, 2026) | Per token, see below |
Templates are messages pre-approved by Meta and the only way to write to a customer first, or more than 24 hours after their last message. In Europe, utility and authentication have the same rate.
Which WhatsApp Business messages are free in 2026
Meta does not charge in three cases:
- Messages from the customer to the business: always free.
- Free entry point window: if a user messages you from a Click-to-WhatsApp ad (on the Android or iOS app) and you reply within the 24-hour window with any message, that message is not charged and opens a window that can stay open for up to 7 days. Marketing, utility, authentication and service messages are free inside it. Meta Business Agent messages remain charged. If you also run Meta campaigns, see how to manage Facebook and Instagram leads.
- First 1,000 service messages each month: per business phone number, with no rollover. From the 1,001st service message you pay the country rate.
Two practical points since October 1, 2026: you need a payment method on your Meta account, otherwise Meta only delivers service messages until the free 1,000 are used. And utility templates sent inside an open 24-hour window, free since July 2025, are now charged.

Volume discounts: utility and authentication only
The more messages you send to a country in a month, the lower the rate for the following messages. Discounts apply only to utility and authentication (marketing and service have none). Messages are added up at business portfolio level across all your numbers, and the count resets every month. Messages sent inside a free window do not count toward the tiers. Example for Italy (same percentage scale for every country in the table):
| Tier | Utility (messages per month) | Authentication (messages per month) | Rate | Discount |
|---|---|---|---|---|
| 1 | 0 – 100,000 | 0 – 300,000 | 0.0248 | list rate |
| 2 | 100,001 – 1,000,000 | 300,001 – 2,000,000 | 0.0236 | -5% |
| 3 | 1,000,001 – 4,500,000 | 2,000,001 – 10,000,000 | 0.0223 | -10% |
| 4 | 4,500,001 – 40,000,000 | 10,000,001 – 20,000,000 | 0.0211 | -15% |
| 5 | 40,000,001 – 80,000,000 | 20,000,001 – 40,000,000 | 0.0198 | -20% |
| 6 | over 80,000,000 | over 40,000,000 | 0.0186 | -25% |

Worked example: monthly WhatsApp Business cost
An Italian company with a single number sends 1,000 marketing messages, 3,000 utility messages (confirmations and reminders) and 500 authentication codes in a month, and answers customers with 4,000 free-form replies (service). All volumes fall in tier 1:
| Item | Messages | Rate | Cost |
|---|---|---|---|
| Marketing | 1,000 | 0.0658 | €65.80 |
| Utility | 3,000 | 0.0248 | €74.40 |
| Authentication | 500 | 0.0248 | €12.40 |
| Service | 4,000, of which 1,000 free | 0.0248 on 3,000 | €74.40 |
| Meta total | €227.00 |
Under the rules in force until September 30, 2026, the 4,000 free-form replies cost nothing: from October 1 that is €74.40 more per month. Keep it in mind when comparing old quotes with new ones.
Meta Business Agent: what Meta’s AI costs
Since July 1, 2026 Meta has a fifth category, Meta Business Agent: messages written by the AI agent of the Meta platform. They are billed on usage, at one global rate of USD 2.00 per million tokens. A message typically uses 20,000-25,000 tokens, about 4-5 US cents, but it varies with the complexity of the reply. There are no volume discounts and they remain charged inside the free window.
Replies from a third-party AI assistant, such as those of a virtual assistant for businesses connected through the API, fall under the service category instead.
How to reduce your WhatsApp cost per message
- Use the free windows: if you run Click-to-WhatsApp campaigns, reply within 24 hours to open the 7-day window.
- Pick the right category: utility for transactional messages, marketing only for promotions. Meta classifies templates by content, and in Italy a marketing message costs about 2.7 times a utility message.
- Reply with free-form messages when you can: they stay free up to 1,000 per month per number.
- Concentrate utility and authentication volume in one business portfolio to reach higher tiers.
- Segment your lists: avoid sending to inactive numbers or with irrelevant content.
- Monitor spend: the API
pricing_analyticsfield and the Meta Business Suite dashboard show costs by category.
Comparison with SMS and email
Cost per message is not the only criterion when choosing between WhatsApp, SMS and email: also look at how many replies and conversions you get, and whether the channel lets you answer right away. For support, calculate the cost per resolved request, not per message sent.
